It adds a narrowly scoped exception to the existing carrier lock, covering only identifiers on a Private Network List distributed by Apple from a jointly agreed PLMN Registry, and admits a matching subscription only while a validated lock-owner subscription is active in another slot. Because that subscription already classifies as Allowed under the lock owner's own rules, the platform implements the exception with no action by the lock owner. The device stays carrier-locked, and the Private Network line is confined to listed networks.
